Our People

Lord-Lieutenants are required to appoint Deputy Lieutenants within an establishment that varies according to the population of a county. They are appointed by the Lord-Lieutenant, subject only to His Majesty not disapproving the Commission. The letters ‘DL’ appear after their names. The Vice Lord-Lieutenant is appointed by the Lord-Lieutenant from among the Deputies.

Formerly a Soldier, Ross Murray is a Chartered Surveyor and Trustee/Company Director of several property related businesses. He is a past President of The Country Land & Business Association (CLA) and a former Chairman of Knight Frank’s rural practise. He is currently a Forestry Commissioner, and a member of the King’s Bodyguard for Scotland (Royal Company of Archers).

Mrs Laura Kelway-Bamber DL

Laura originally trained as a teacher – a skill that has been invaluable in her service as governor of four schools in Monmouthshire. In 2011 Laura and her husband created The Headboard Workshop and its' sister company The Footstool Workshop, which they continue to run from their HQ near Chepstow. Laura was appointed a DL in 2015.

Clerk to the Lord-Lieutenant

The Lord-Lieutenant may appoint whichever person of standing and integrity he wishes to be clerk of the Lieutenancy.
In many areas the role is normally filled by the Chief Executive of the County Council if they are willing to undertake the duties. Much day to day work may in practice be delegated to another employee of the Local Authority.

Paul is Chief Executive at Monmouthshire County Council, Visiting Professor at Cardiff University, and Governor at Cardiff Metropolitan University.

He is also Innovation and Business Engagement lead for the Cardiff Capital Region, SOLACE Wales lead for Economy and Digital, Board Member of SRS (Wales), Member of Wales Government Brexit Advisory Panel, Member of Wales Government Digital Advisory Panel, Chair of the Monmouthshire Public Service Board and Clerk to the Lord-Lieutenancy of Gwent.

Lieutenants Cadets

The Lord-Lieutenant’s Cadet is selected by Cadet Group leaders and the Reserve Forces’ and Cadets’ Association for Wales for their outstanding service and contributions to their respective unit and organisation.
The role includes attendance with the Lord-Lieutenant, at a number of official engagements, including remembrance events, Royal visits and parades.

The Lord-Lieutenant’s Cadets are appointed on an annual basis and include representatives from Sea Cadets, Army Cadet Force and Air Training Corps.
